A U.S. military veteran and seasoned executive, Howard founded CTS with a mission to deliver innovative engineering, systems integration, and program support services to advance national security and government modernization initiatives. Under his leadership, CTS has partnered with leading prime contractors and federal agencies to solve mission-critical challenges through technical expertise, agile execution, and a culture of excellence.
